Rebuilding Lives: The Supported Employment Program at TFCC

For many in our community struggling with mental health challenges, finding and maintaining employment can feel like an insurmountable obstacle. The Supported Employment Program at Tillamook Family Counseling Center (TFCC) is designed to assist individuals as they enter or re-enter the workforce.

Karolin Lopera, Supported Employment Supervisor in Community Outreach at TFCC, explains the program’s mission: “We’re here to support clients in their journey, not just to find them a job, but to help them succeed in their employment as well.” The program is more than just a job placement service— it’s helping clients reclaim their independence, rebuild lives and strengthen our community.

Program Overview

The program, which restarted in March 2024, currently serves 18 clients. It’s designed for individuals with mental health diagnoses who may face additional barriers to employment, such as gaps in work history or involvement with law enforcement. “Having somebody advocating for them and in their corner can show them that there are opportunities for everyone out there,” Karolin says.

The program offers comprehensive support, from resume building and interview preparation to ongoing assistance once employment is secured. It also ensures that the job is suitable, enjoyable, and matches the client’s schedule and needs. This client-centered approach is designed to support clients throughout their employment journey, helping resolve workplace conflicts, navigate accommodations, and foster a meaningful and sustainable work life.

To participate in the Supported Employment Program, individuals must be working with a mental health provider at TFCC and have a treatment plan in place. As the program is state and county-funded, clients must also have Oregon Health Plan (OHP) coverage.

Successes and Impact

One notable success story involves a client who had been houseless and struggled with severe depression and a personality disorder. Despite these challenges, the client secured a full-time job at a local grocery store and has been employed for three months. This job has enabled them to pay for their living situation and save money for future housing.

Another success story features a client who hadn’t worked in three years due to mental health challenges. After reaching out to Karolin, the client quickly found a part-time housekeeping job – a job they never imagined they’d enjoy.

The program’s success is largely due to its strong partnerships with local businesses and organizations. Karolin frequently takes clients on drive-alongs, stopping at several businesses to drop off resumes. This proactive approach has been met with open arms by many local businesses, including Grocery Outlet, Rosenberg’s, and Valvoline Instant Oil Change.

The program’s rapid growth demonstrates its importance to the community. “From the moment it was announced at a staff meeting, it immediately filled up,” Karolin notes. Currently, the program can accommodate up to 20 clients, and there’s hope for expansion in the future.

Challenges and Solutions

Participants in the Supported Employment Program often face significant barriers, including societal stigma and logistical challenges. To address these challenges, Karolin works diligently to build relationships with employers, offering additional training and ongoing communication to support both clients and employers. This continued support helps clients manage their unique situations while continuing to have a positive working relationship with their employers.

With over 20 years of experience in healthcare, Karolin’s passion for helping individuals gain independence shines through her work, particularly individuals with developmental disabilities and mental health challenges. “A condition doesn’t define a person,” she asserts, emphasizing the importance of providing second chances and opportunities for clients to rebuild their lives. “If you give them something meaningful to restart their life – to pay for shelter, pay for their food, be able to do something for themselves – that’s something that keeps people living a healthy, meaningful life.” Seeing clients regain their independence and confidence is what drives her to continue her mission.

The Future of The Program

Karolin envisions expanding the program to meet the growing need in the community. Currently limited to 20 clients, the program quickly filled up upon its announcement. Future goals include hiring additional staff to better serve clients and further developing community partnerships.

As the program continues to grow and impact lives, the Supported Employment Program at TFCC is a testament to the power of community support and personalized care. By helping individuals overcome barriers and find meaningful employment, the program not only transforms lives but also strengthens the community as a whole.
